Scout Lake at Holiday Park Improvements

PROJECT HISTORY:
For years, the Manalapan Township Committee and Department of Public Works expressed the need to restore Holiday Lake on Pease Road. Historically, Holiday Lake has exhibited excessive sedimentation problems. In the 1990's, Holiday Lake was dredged by the Township and has consequently deteriorated once again due to increasing volume of sediment collected within the pond.

The lake, located within a 13 acre Township Park has been a popular local fishing area for many years. After watching this popular lake once again deteriorate, The Township Committee authorized their Township Engineer, Gregory R. Valesi, PE, PP, CME to develop a plan to fix the problem.

CLIENT REQUIREMENTS:

RESTORE POPULAR FISHING AREA ONCE AGAIN EXPERIENCING HEAVY SEDIMENTATION PROBLEMS

  • MINIMIZE SEDIMENTATION AND LIMIT NEED FOR FUTURE DREDGING OPERATIONS
  • OBTAIN ALL REQUIRED OUTSIDE AGENCY APPROVALS NEEDED FOR PROJECT
  • UTILIZE TOWNSHIP'S PUBLIC WORKS DEPARTMENT WHERE NECESSARY
  • • DEVELOP IMPROVEMENT PLAN AT THE LOWEST COST TO TOWNSHIP TAXPAYERS
  • ASSIST TOWNSHIP OFFICIALS WITH GETTING THE LOCAL BOY SCOUTS AND GIRL SCOUTS WHO OFFERED TO HELP INVOLVED WITH PROJECT

UNIQUE OR UNUSUAL DESIGN FEATURES:

  • CONDUCT STUDY TO DETERMINE PERPETUAL SEDIMENTATION ISSUES
  • DESIGN TEMPORARY ROADWAY THROUGH POND TO LIMIT PROJECT DISTURBANCE AND PROVIDE THE REMOVAL OF SEDIMENTATION IN A MORE EFFECTIVE MANNER
  • DESIGN OF SEDIMENT FOREBAY IMMEDIATELY UPSTREAM OF POND TO FACILITATE LONG TERM SEDIMENTATION MANAGEMENT
  • APPLY FOR AND OBTAIN ALL NECESSARY NJDEP LAND USE REGULATION PERMITS FOR POND DREDGING AND RIPARIAN DISTURBANCE AND NJDEP BUREAU OF FRESHWATER FISHERIES FOR A WATER LOWERING PERMIT
  • DEVELOP AN AGREEMENT BETWEEN THE MONMOUTH COUNTY MOSQUITO COMMISSION AND THE TOWNSHIP TO DREDGE THE LAKE THEREFORE SAVING THE TOWNSHIP THOUSANDS OF DOLLARS
  • UTILIZE TOWNSHIP FORCES TO DISPOSE OF DREDGED LEAF DEBRIS TO LOCAL COMPOST FACILITY SAVING THE TOWNSHIP ADDITIONAL MONEY
  • ASSIST TOWNSHIP OFFICIALS IN OBTAINING STATE FUNDED FISH STOCKING OF RESTORED LAKE
  • DEVELOP PLAN TO INCLUDE VOLUNTEER BOY SCOUTS AND GIRL SCOUTS IN THE OVERALL IMPROVEMENT PROCESS

THE RESULT:
As one fishes Scout Lake today and enjoys the facility, they might not realize the collaborative intergovernmental effort that occurred to take this project from thought to reality.

Through the innovative design and construction processes utilized, Mr. Valesi was able to satisfy the Township of Manalapan's project objectives and realize their goals, in a cost effective manner, for restoring Scout Lake at Holiday Park to an aesthetically pleasing community feature to be enjoyed by the public for years to come.
