Potable water within the Township of Marlboro is currently provided by two sources, the municipal Marlboro Township Water Utility Division (MTWUD) and the private Gordon's Corner Water Company. The MTWUD services almost twice the amount of customers compared to the private water company.
Water supply emergency preparedness and state quality regulations began to pressure the Marlboro Township Municipal Utilities Authority (MTMUA, the predecessor of the MTWUD) in the early 2000's and accordingly provisions for improvements needed to be made. The MTMUA after a series of studies decided to construct another groundwater well and water treatment plant at the Tennent Road facility which would blend groundwater with the Middlesex Water Company surface water prior to distribution to residents. This new supply facility would also provide a partial back-up water source in the event of a water supply emergency where the Middlesex Water Company supply became interrupted. Upon completion of this construction the MTMUA would improve the redundancy and gain better control of their water system along with improving the quality of water for its customers.
The design, permit and funding phase of the project became delayed throughout a series of unforeseen events. The sale and ultimate closure of the first design engineering firm, transfer of the design to a second engineering firm which also ultimately closed, as well as the dissolution of the Marlboro Township Municipal Utilities Authority significantly delayed the process. Ultimately, the project was bid and awarded by the MTWUD in January of 2013. It was then the Township of Marlboro called upon Consulting Engineer David J. Samuel PE, PP and CME to handle the construction administration phase and finally get this project built.

UNIQUE OR UNUSUAL DESIGN FEATURES:
• REPLACEMENT OF EXISTING ELECTRICAL SUBSTATION IN A MANNER THAT WILL PROVIDE A REDUNDANT SOURCE OF POWER
• DEVELOP PROJECT CHANGE ORDER TO INSTALL A SUBMERSIBLE MIXER WITHIN THE 10MG CLEARWELL TO ENHANCE WATER QUALITY
• DEVELOP PROJECT CHANGE ORDER TO EXPAND THE PROPOSED SODIUM HYPOCHLORITE SYSTEM IN THE FILTER BUILDING THEREFORE ALLOWING THE REMOVAL OF THE EXISTING CHLORINE GAS SYSTEM AS AN IMPROVEMENT TO WORKER SAFETY
Through the hard work and tenacity of Mr. Samuel and his staff, a new Water Treatment Plant has been constructed to meet the peak water demands required.
With the completion of the new facility, The Township now has the ability to utilize groundwater, treat with the Greensand filters to remove iron and manganese, and blend it with the surface water being provided to the Township by Middlesex Water Company. The blended water will be mixed in the 10 MG clear well with the circulating mixer added during the construction to achieve an enhanced water quality for the residents of the Township for years to come.
