Carteret Lower Redevelopment

CME Associates is currently the Redevelopment Engineer responsible for the review of the Gateway at Carteret project located in the Borough of Carteret, Middlesex County. The project consists of the redevelopment of approximately 9.24 acres of existing residential and commercial properties into 378 residential units including townhouses and condominiums and 42,900 square foot of commercial space. The project is being developed by Kaplan Communities, LLC, Highland Park, New Jersey in accordance with the Lower Roosevelt Avenue Business District Redevelopment Plan. Kaplan has completed the construction of 9 residential buildings and is currently under way with the first of two commercial buildings.

For this redevelopment project, CME Associates provided professional land surveying and engineering services for the Borough of Carteret Planning Board. These services included the following:

  • Review of the proposed redevelopment plans for conformance with the Borough Land Use Ordinance, the Borough's adopted Redevelopment Agreement, the Residential Site Improvement Standards, and all other pertinent jurisdictional agencies.
  • Review of utility relocation plans for coordination of providing the required services from each utility.
  • Review of survey information and the Final Plat for property acquisition and easement and right of way dedication.
  • Construction observation of the site improvements.

In addition to the above, CME Associates is responsible for the oversight of the construction of the required infrastructure improvements associated with the redevelopment. CME Associates has prepared separate Infrastructure Improvement plans to upgrade the existing stormwater and water systems, to install new curbing, roadways and sidewalks, and to coordinate utility relocations to support the redevelopment project. These plans also entail streetscape improvements including stamped concrete walkways; street tree and tree grate installation, decorative lighting, landscaping, and site amenities including plaza sitting areas, decorative retaining walls, benches, trash receptacles and street signage. These improvements are similar to the streetscape improvements designed by CME Associates previously constructed throughout the Borough.
